Outfitters, guides, and instructors:

Should have a policy of non-fraternization between staff and clients.
Should have experience in the craft and venue used.
Should have training beyond on the job experience.
Should have training and experience in a variety of craft and venues.
Should teach more than one session a season.

Note that the ACA (the American Canoe Association):
Was formed in 1880.
Has five skill levels for most disciplines. These do not directly equate to the International River Classification system; in fact to instruct on a class 3 feature requires a level 5 instructor.
Anyone certified can instruct on the designated venue and discipline.
Instructor Trainer Educators certify Instructor Trainers who certify Instructors who can grant Assessments to individuals.
ITEs, ITs, and Instructors must be recertified every 4 years in each discipline. First Aid and CPR is required.
You can still enjoy a successful outcome with a subpar outfitter, guide, or instructor but the risk of a poor or unsatisfactory outcome is higher.
